Request for Proposals (RFP) for Comprehensive Facilities Study

Camden County Schools, Camden, North Carolina

On behalf of Camden County Schools, you are invited to submit a proposal for a comprehensive facilities study to assist the district in planning and managing its infrastructure and building utilization. The study will focus on evaluating the life expectancy and maintenance requirements for key infrastructure, analyzing current facility usage, and making recommendations for the use of the old high school facilities after the construction of a new high school.

Camden County Schools serves approximately 1,900 students across four campuses. The district is actively building a new high school, making it crucial to assess the condition of existing facilities, prioritize future infrastructure needs, and align facility usage with projected student growth trends. This study aims to provide both a snapshot of current infrastructure and recommendations for sustainable efficient planning. Additionally, future facility use will be considered. Specific focus will be given to the old high school building and its potential repurposing, possibly as a middle school. Specifically, the study must address:

1. Life Expectancy and Maintenance Requirements of critical infrastructure (HVAC, electrical, internet, cafeteria equipment, etc.).

2. Facilities Usage to determine how existing spaces are being utilized by students and staff.

3. Recommendations for the old high school building, including retrofitting options if it will house middle school students.

The facilities study will include, but is not limited to, the following components:

Life Expectancy and Maintenance Requirements

- Assess the current condition of HVAC, electrical, plumbing, and roof systems.

- Timeline for expected maintenance, repairs, or replacement of these systems.

- Develop a comprehensive list of equipment, including service dates, data plate information, and precise locations of the equipment across all campuses.

- Assess the current condition of internet and network infrastructure.

- Recommendations for budgeting of major key infrastructure items.

- Assess the current condition of buildings and ground (including athletic, Career and Technical Education (CTE), and Extracurricular facilities).

- Assess the current condition of cafeteria and kitchen equipment.

- Review service contracts and warranties for major systems.

- Evaluate energy efficiency and compliance with state building codes.

- Provide a timeline for repair, replacement, and long-term maintenance strategies.

Facilities Usage Analysis

- Assess current usage of classrooms, extracurricular facilities, and common areas.

- Evaluate administrative areas, student services spaces, and extracurricular facilities.

- Identify overused or underutilized spaces with strategies for optimization.

- Ensure compliance with ADA and safety standards.

- Forecast future space needs based on enrollment projections.

Recommendations for the Old High School Facility

- Evaluate potential environmental hazards (e.g., asbestos, mold) and necessary remediation steps.

- Identify retrofit needs and ensure compliance with ADA standards and safety regulations.

- Provide recommendations for repurposing the old high school.

- Conduct a cost-benefit analysis comparing retrofitting vs. new construction.

III. Proposal Requirements

Interested firms must submit a proposal that includes the following components and format guidelines (e.g., maximum 20 pages, 11pt font):

1. Statement of Qualifications: Include relevant experience in conducting facilities studies for K-12 schools. Highlight relevant projects within the state or region.

2. Project Team: Provide resumes of key personnel with relevant experience.

3. References: List at least three references from previous projects of similar scope.

4. Project Approach: Outline the methodology for conducting the facilities study.

5. Timeline: Provide an estimated timeline from start to completion of the study.

6. Fee Proposal: Submit a detailed fee proposal, including a breakdown of costs by task and hourly rates for additional services.

IV. Submission Deadline and Instructions

Proposals must be submitted as a single PDF to Michael Reaves at mreaves@camden.k12.nc.us no later than 5:00 pm on 29 November 2024.

- Interviews with select firms may be scheduled at the district's discretion.

- Questions about the RFP must be submitted by 20 November 2024 to Maintenance Director, Buddy Micky via email at bmickey@camden.k12.nc.us. Responses will be shared with all interested parties.

V. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

- Relevant experience and qualifications of the firm and project team.

- Understanding of the project scope and proposed methodology.

- References and prior client satisfaction.

- Fee proposal and cost-effectiveness.

- Timeline and ability to meet deadlines.

- Proposals will be evaluated based on the following weighted criteria: - Experience and qualifications (30%) - Project approach and methodology (25%) - References and client satisfaction (15%) - Fee proposal and cost-effectiveness (20%) - Timeline and ability to meet deadlines (10%) - Innovation and sustainability initiatives (Bonus Points)

VI. Terms and Conditions

- Camden County Schools reserves the right to reject any or all proposals.

- The district is not obligated to accept the lowest-cost proposal.

- All proprietary data will be treated confidentially, with submitted materials becoming part of the public record.

- The selected firm must comply with all federal, state, and local regulations.

- Firms submitting proposal must indicate any potential conflicts of interest.

The selected firm will need to provide insurance certificates and performance bonds as required by state regulations.
